Replace the condenser take a little emery cloth to the points set the points at .020 . Give that carburetor a good cleaning. It shoul fire right up. I had a Cub Cadet 106 Now I have a 127. I do all my repairs.
I believe it was built in 1980s it's the the 900 series 10hp engine. Not a bad looking machine looks mostly complete should be a good one to bring back

Valves out, lapped, clearance checked, new head gasket.
That’s the expensive way runs fine smokes a little but otherwise fine. Not that you’re not right.
