No, the verse of the song is based off of 60's Jamaican ska. A precursor to reggae. Ska was created in the '60s and I don't mean the stuff from the 90s like Bosstones or early No Doubt. That is not Ska.
It's still ska. It's just 3rd wave as opposed to the 1st wave that you're talking about.
