Bro, I just can't play the game since the last update. Regardless of the settings, my FPS is always between 30 ~ 50. 1080p resolution as well. Any advices?

There are several possible reasons why your FPS (frames per second) has decreased after a recent update. Here are some steps you can take to try to improve your performance:
Check your graphics settings: Make sure that your graphics settings are optimized for performance rather than visual quality. Lowering settings like shadows, textures, and reflections can help boost FPS.
Update your graphics drivers: Make sure that you have the latest graphics drivers installed for your graphics card. Outdated drivers can cause performance issues.
Close background programs: Make sure to close any unnecessary programs or applications running in the background. These can use up system resources and affect your FPS.
Disable in-game overlays: If you're using overlays like Steam or Discord, try disabling them to see if it improves your FPS.
Check for updates or patches: Sometimes game developers release patches or updates to fix performance issues. Check to see if there are any updates available for your game.
Check your hardware: If none of the above steps work, it's possible that your hardware may not be sufficient to run the game at higher FPS. Check to see if your CPU and GPU are reaching high temperatures or if your system doesn't meet the game's minimum requirements.
By taking these steps, you should be able to improve your FPS in the game.

I have ~ 100FPS with NIS balance settings(1920*1080, 100 FOV). some settings is high. My CPU - xeon 2678v3 3.2Ghz turboboost. I think - its the limit this GPU (1070TI). But the gameplay on this video card is still cool

It's great to hear that you're getting good gameplay on your 1070Ti with a balance of settings. While your CPU may be a bit older, it's still a powerful processor, and it should be able to keep up with most modern games.

If you are experiencing a sudden drop in FPS and high CPU usage, there are a few steps you can take to troubleshoot the issue:
      -Check for background processes
      -Check for thermal throttling
      -Update your drivers
      -Run a malware scan
      -Check for hardware issues
      Hope this will help.
