when you in freezing temperatures and need to go near water, where there the chance of slipping, falling in(there always the chance) start a fire first, it doesn't have to be in the shelter, or your final fire location, just have a fire ready, in case, already started, so you not freezing to death, while trying to start...may just save your life.
