Rule 8f1 would tell you that you should take the action early, rule 8f2 would tell you that if there is risk of collision you are still not relived from not 8 pleading the passage or safe passage and most importantly 8f3 reminds you that the vessel whose passage or safe passage is not to be is still obliged with these rules. This means that if she were to take action she would alter her course to starboard and that puts you into an other collision situation, which you are obliged to avoid according to 8f1&2
