Just because Leon uses a shotgun and Weskers power got injected into him shouldn't hinder their performance. You are confused, Ethan's durability would not make him the winner of a fight, he would only return from death to be defeated by Chris, Leon, Jill or even Claire without much difficulty. In the Village he already has some defensive training that Chris gave him but Ethan is not offensive And before you say that he defeated almost everyone, it is very obvious that he is the character with the most plot armor in the entire franchise.

hunk is nowhere near Leon or Chris's level, he barely even has any feats regarding beating really strong monsters except for G Hunk's only feats are just being really good at coming out alive, at best he could be stronger than Ada, maybe close to Jill whereas Chris has went against people like Wesker and Leon solo'd krauser and saddler

Imagine talking about the criteria and failing it at the second spot. Almost every Boss is around top 10. And every human below. They are nowhere equal in speed, stamina, endurance or strength. The protagonist have rocket launchers but this doesn’t count at all so
Weapon skill is included and in fact your point that the bosses are so strong that should make the human mc’s rank even higher if they are able to out maneuver and out skill an enemy with much higher durability, stamina, strength etc considering they literally beat the bosses lol
Weapon could and "should" be included, since people proficiency over them are different, did you even know what B.O.W was standing for?, going with your logic then you should take away the virus from B.O.W too, without mold miranda was just a mad scientist grieving over her long lost daughter, most of the B.O.W with exception of Wesker and Krauser have no military background so by taking away their virus they would not even be on the list.

I think Jill deserves to be in the top 5 and I also think Leon is stronger than Chris since the only advantage Chris has above leon is his physical strength. I think nemesis is stronger than the tyrants from damnation because nemesis is far more durable since the tyrants from damnation were killed with a fighter jet and nemesis had to be killed with a rail gun and I also think Ada should be in the top 10 at least, I also think she’s stronger than Ethan.
