China’s "Social Credit System" Has Caused More Than Just Public Shaming (HBO)

  • China is testing a new plan to urge its citizens to do more good and be more trustworthy - the Social Credit System. It’s kind of like the American credit score, except it tracks far more than financial transactions. It tracks good - and bad - deeds.
    Part of the system is a neighbor watch program that's being piloted across the country where designated watchers are paid to record people's behaviors that factor into their social credit score. A high score could bring you lower interest loans and discounted rent and utility bills, but if your score is low, you can be subjected to public shaming or even banned from certain kinds of travel, life gets hard.
    China's economy has exploded over the past decades, economic reforms required banks to be able to evaluate individuals looking to borrow money to buy houses or start new businesses. Fraud and excess borrowing were rampant because most people didn't really have much of a credit history. To measure its citizens' trustworthiness, in 2014, The State Council laid out a plan that aims to build a centralized database to evaluate individuals and organizations based on their financial and social behaviors.
    The program is scheduled to be nationwide by 2020, which means every Chinese citizen will be tracked, scored, and receive perks and restrictions accordingly.

    The system isn't about image or kindness. People start donating and doing good stuff not because they want to, but bc their score will go up, and therefore, the honesty will be no more. Fear is what, as a consequence, may prevail.

      meanwhile, this system is creating a part-time job for the elderly or unable to work. and giving better life opportunities to people that act normally. unless you consider not returning a wallet you found on the floor and littering the streets normal and acceptable.

      ​@@roddaz What basis does the public have for punishing legal behavior? Why should people be punished for expressing views that counter those of the ruling party? Why should people be punished if they swear a little too much?
      This isn't just about public shaming. They can keep you from buying train tickets, as shown in the video. What will happen if your job depends on you moving through the country? You will lose it on a illegitimate dystopian authority.
      And also, let's not act like this will not affect people of different social strata differently. The rich will most definitely be able to buy their way into higher scores, as shown in the vid. Donating money away being one example. It might as well be a fine.

      Not necessarily true. Acts of kindness towards family and friends is unlikely to be rewarded. So they will still be genuine. Not defending the system at all, it's horrible. But I do think friends and family will still help each other out of kindness and not social credit.

      It's manageable to differentiate between fake and real responses, but the more scary thing is the pressure to act in line. Imagine not ever being able to actually say what you think, and never hear the truth from other people due to fear of losing score. That's what the systems really about, distancing people on a fundamental level, and turning social actions into currency, dehumanising everyone to be machines loyal to the system only.

The problem arises from who gets to determine those consequences and what those consequences should be. The consequences in this social credit system is too broad which also makes the people who determine the consequences too powerful. I don't see this going well.

      this is a community based program, it has nothing to do with the wider national program, that one is administered through AI and automated process. also the national social credit, is not a single score. go read an article written by Foreign Policy "China’s Orwellian Social Credit Score Isn’t Real" if you're interested in how the system works.
      I wouldn't say the consequences are too broad, even if you're on the blacklist you're still able to travel, just not using the efficient way, have you seen how some people behave on the Highspeed trains? they there are incidents where people would hog other people's seats for no apparent reason, just because they think they can, some people have absolutely no respect for rules norms and even laws of the country.
      Did you know, that until 2016 there is no law against assaulting a police officer in China. Chinese laws are weak, and police enforcement is also weak, this has created an environment where some bad people think they can do anything they want.

    As a Chinese who lives in China and the US back and forth I can say I have never experienced this credit score system, nor has any of my Chinese friends or family. This town must be experimenting with it as they do this with many things in China. Many ideas get tried, but don't actually get implemented

They don't understand for all of our "wealth" we have serious social issues that other wealthy countries don't have. I mean look at China - which is not even as rich. Their life expectancy has almost caught up - while the US is stagnant because of all the deaths from drugs and overeating.

      This is not a great system but ironically if western Europe hadn't undergone something very similar to this it would be a shitshow of retributive violence and amoral familialism like in many other countries. The government monopoly on violence and Christianity making shaming unwanted behavior ubiquitous , essentially along with expelling those who break rules or follow paths that are beneficial for them but ruinous for society (the ruling class of today fit this description ironically) played a heavy role in making western Europe what it is today. Without getting shitty people out of the gene pool and having that shame culture that eventually turned into internalized guilt western culture would be hellish. Believe me, I'm from a shithole in Europe that did not undergo what western Europe has and it's literal hell.

    So basically, by starting you at a level that BARELY gives you basic freedoms to travel and have things, they teach people to never take risks with others & never give others a chance at redemption.
    This will ensure that people become self-centered concerning their credit score and they will never associate with people that are socially bankrupt in terms of credit scores.

    As a Chinese, I didn't even hear a word about the Social Credit System before I watch this on RUclips. And surely this never happened in my city. After searching about this Social Credit System, I found it was just carried out in few areas including the Rongcheng City in this video and the system was on trial, not very perfect. But though it's on trial, I still think it' must not be overlooked. The cost of putting monitoring people's comments into the Social Credit System is too high, but monitoring people's comments is not that complicated. And donating to the Government being able to increase the credits is fucking crazy, although it's a trial system.
