Seeing how the senate truly worked on coursant, Palpatine knew just how corrupt it was and with his political knowledge and guidance from Plagueis he knew he could maneuver and manipulate the political system in the Galaxy with ease, creating opportunities to increase his own power and set the stage for the Jedi orders downfall, after all the Jedi were just as weak as the Senate in his eyes and where the Senate goes the Jedi follow, and thier obedience to the senate would lead to thier ultimate destruction..
Even if the Sith did not exist, the Republic was doomed to fall. All Palpatine did was make sure that it fell at a time and in a direction of his choosing, so that it would suit his designs. Without Palpatine, the Republic would have collapsed into chaos and violence, rather than changing into a powerful Empire. Palpatine destroyed the Jedi order and the Republic, yet ironically, he also saved the galaxy from a long dark age.
Palpatine had that personality where he would not be satisfied with just being a hidden Master of the Sith. Wow A Thousand Years pass where the Sith was patient and look to the Shadows Palpatine needed to rule. So his generation was going to succeed or fail. Palpatine was not going to add on to The Grand Design and not live to see the rewards

They also alienated the Jedi from the people, who were who the Jedi should have been protecting, not the Senate. This loss of focus is which made it easier when the Sith declared the Jedi traitors. I got the feeling that most people looked at the Jedi as conscience that they did not want or need. Look at the looks on the people's faces when Obi Wan cuts Zam Wessel's arm off, and Anakin told them to stay out of "Jedi business" Was it surprising that the people chose to believe the Jedi were criminals?

Well obviously Palpatine was spurred after he offed Plagueis (who died in a silly and unceremonious way). After that in my opinion he was very lucky. The light side of the force seemed to itself betray the Jedi masters who, despite all that training could not use their force to sense Palpatine. And, in my opinion they largely deserved to lose: Ki Adi mundi decisions, Kaminoans plotting to make more, stronger clones just for profit, and Barris Offee AKA naive jedi doing horrible PR nationwide. Jedi mostly contributed to their own failure through fumbling and even the greatest force powers could not help them sense Palpatine's force affinity.
The rule of 2 is stupid. Give me the Sith Empire any day. The fighting between the Lords of the Sith made them stronger because they knew they delt with other force users who would do anything to succeed unlike the Jedi...
