He was my favourite character from the cell saga to the buu saga and I was sad to see him stop training, and in super he Is brought down by his goal to be the strongest in base form while all the other saiyans are becoming stronger by discovering new forms….but what if he accesses ultra instinct in base form like the angels? That would be the perfect way for him to come back in power. If Toriyama choses to break Gohans goal and have him use Unmastered UI or even MUI it would be even better.

The fact that GoDs and Angels(even those in-training) use UI just goes to show that is the ultimate fighting form across all universes, and most importantly is something mortals can achieve. It wouldn't be surprising to see more characters with UI in future arcs. Yes, even Vegeta.

It was intended to be that way so when they fuse, its a mix of gokus UI (autonomous reflexes and such) on top of vegetas rage mode. Out of all the characters, I think he would be effortless (after Goku or Vegeta) at achieving it.

some of my own suggestions outside of this list might include :- 1) Roshi : in the manga, Goku was inspired by Roshi's movement to actually learn ultra instinct, the guy already has massive mastery of martial and even some mystical arts, and he is shown to improve with time. 2) Tenshinhan : Tien is neither a berserk like Broly nor as calculating as Piccolo, he is in fact one of the calmest Z fighters, and he depends mostly on techniques rather than raw power, this guy has shown weird mastery of his body such as making clones and growing new limps, so he is a good candidate. 3) Gohan : with weird power ups and unfathomable potential, Gohan has proven great skill in martial arts, he already has the genes of Goku so that's a plus, in the manga he is much more capable fighter than he is in the anime, so he is a good candidate. 4) Krillin : yes I know what you think, but the guy actually has a lot of skills and most DB fans consider hims the strongest earthling, if for nothing else; he'd achieve this power only because of his popularity. 5) Yamcha : do not quit reading yet please lol, Yamcha already can tap into powers that move his body so fast, like the wolf fang fist, so he is actually a very reasonable person to have this power up, the problem is : he has low power, so even at this power state he would probably be slower and weaker than any super Saiyan blue. 6) Cell : does he really need to think to move and fight ? each cell of his body has a memory to regrow his entire body, so it would be normal for him to have his body react on its own, if anything he could surpass ultra instinct because his muscle memory has all the skills and fighting styles of all the Z warriors, Androids, and probably other fighters we never heard of.
You should've added Roshi on the list. In the manga, during the ToP Roshi was able to willingly tap into a form very similar to UI. He went toe to toe against Jiren during this form and was one of the first to even land a hit on Jiren. If he trained with Whis, he would probably be able to master UI seeing how much he has done already alone.
Unfortunately the anime kind of retconned it being a technique (in Goku's case). Think about it this way, everyone: technique Goku: form. Honestly I think it's stupid they decided to make it a form but whatever.

UI is considered to be a godly state/form, and piccolo and tien don’t have access to godly ki. Don’t think it would be possible for them. And even if they did achieve the form, then the drawbacks of UI, or rather, mastered UI, would be more severe on their body since they don’t have high amounts of durability like a Saiyan
Exactly what John said Ultra Instinct is a "Divine Power" one must utilize God Ki to be able to tap into it. None of the Gods Of Destruction have been able to master it. So basically at their level, for Tien and Piccolo it is most likely impossible.

I was expecting to see possibly Gohan in the line up. He may not enjoy fighting, but he is talented at achieving forms or states in a short amount of time. Also, the technique of Ultra Instinct aligns quite well with the idea of "Mystic/Potential Unlocked/Latent Ability".
Out of all the characters, I think he would be effortless (after Goku or Vegeta) at achieving it.

I find it hard for hit to unlock ultra instinct b/c in his fighting style he plays smart, constantly thinking and trying to find a way to defeat his opponent, which makes it hard for him to become a candidate.

some of my own suggestions outside of this list might include :-
1) Roshi : in the manga, Goku was inspired by Roshi's movement to actually learn ultra instinct, the guy already has massive mastery of martial and even some mystical arts, and he is shown to improve with time.
2) Tenshinhan : Tien is neither a berserk like Broly nor as calculating as Piccolo, he is in fact one of the calmest Z fighters, and he depends mostly on techniques rather than raw power, this guy has shown weird mastery of his body such as making clones and growing new limps, so he is a good candidate.
3) Gohan : with weird power ups and unfathomable potential, Gohan has proven great skill in martial arts, he already has the genes of Goku so that's a plus, in the manga he is much more capable fighter than he is in the anime, so he is a good candidate.
4) Krillin : yes I know what you think, but the guy actually has a lot of skills and most DB fans consider hims the strongest earthling, if for nothing else; he'd achieve this power only because of his popularity.
5) Yamcha : do not quit reading yet please lol, Yamcha already can tap into powers that move his body so fast, like the wolf fang fist, so he is actually a very reasonable person to have this power up, the problem is : he has low power, so even at this power state he would probably be slower and weaker than any super Saiyan blue.
6) Cell : does he really need to think to move and fight ? each cell of his body has a memory to regrow his entire body, so it would be normal for him to have his body react on its own, if anything he could surpass ultra instinct because his muscle memory has all the skills and fighting styles of all the Z warriors, Androids, and probably other fighters we never heard of.
Any of those guys achieving it before Beerus is huge stretch.

You should've added Roshi on the list. In the manga, during the ToP Roshi was able to willingly tap into a form very similar to UI. He went toe to toe against Jiren during this form and was one of the first to even land a hit on Jiren. If he trained with Whis, he would probably be able to master UI seeing how much he has done already alone.
This is by far my favorite form, super sayin rosé is a close second

I feel like canonically, tien ir piccolo would be the most likely to achieve ultra instinct. Like the two most monk-like, meditative beings in the show should be the closest to entirely clearing their minds, right?
UI is considered to be a godly state/form, and piccolo and tien don’t have access to godly ki. Don’t think it would be possible for them. And even if they did achieve the form, then the drawbacks of UI, or rather, mastered UI, would be more severe on their body since they don’t have high amounts of durability like a Saiyan
