Risu and Moona are two perfectly good talents that is being wasted IMHO. They can do so much more, but I don't think they can afford to do it because of the Hololive profit share structure and their market is just smaller.
I don't think that's really the case. I mean, I obviously don't know the exact details on how much either of them makes, but I'm guessing it's enough that they COULD do more if they wanted, easily -- they're just comfortable where they're at. In other words, I don't think their talents are being wasted or held back, I just think they've found their niches and are living their best lives within them. Not everybody wants to do what Calli or Suisei or AZKi are doing, as that kind of life brings with it a lot of stress and commitment. Both Risu and Moona are a little too chill to lead that kind of life, I think -- they'd rather just enjoy the successes they've got as-is, and maintain that momentum at their own pace. That's the impression I get, anyway! But that may be because I have a similar disposition myself. I've rejected promotions and opportunities in the past because, frankly, I just wanted to keep doing what I was doing. Not everybody is eager to rise to the very top -- sometimes, just being in the top strata is good enough. ;)

Just for the record this is not a diss to Hololive, I think their profit share is probably the most fair in the industry. This is more of a comment about the reality of the ID girls' audience size and disposable income being less than the other Hololive talents' audience. Hololive's share policy just doesn't work as well for ID girls who have smaller income. If Hololive can subsidize their songs, I think they can push out more original songs etc., but that won't happen, which is a shame. As for their ambition, Moona and Risu are DEFINITELY trying to do more with their singing talents. Moona just released an album, if that should tell you anything, but it was extremely painful to cough up that much money to do so. As for how I know how Hololive profit share works, truthfully this is just information gathered from talents talking about them (ex. Coco, Matsuri). But we know that talents front all the projects, including songs (per Matsuri), and they cost easily $10k per original song, if not more, but talents also reap most if not all the rewards from their own endeavors, so it's kind of high risk high reward. It is the same way with their merch; Hololive does not pay for the merch to be made, the talents do, but they also get most of the returns on the merch revenue.
Imagine having 2 powerful singers in the same gen. In my opinion, risu and Mona doing well and both are from the first gen in fact holo ID has the biggest audience and subs in Indonesian market for vtuber and most comment always compare them with jp and en because both have really big audiences and communities in the world. But if you compare Holo ID with a common streamer/ vtuber they work hard and do good job although they can't do big projects like jp and en because of money cases.
I mean, they only earn a fraction of what the JP members earn. Making music content is pretty expensive you know. Nowadays only Kobo and Kaela in ID that earn decently. Ollie used to have way more views and superchat back in 2022.
