It's a build of the original Windows 8 release from 2012 (and not 2013's 8.1). However, it's far from the earliest build you can find - the earliest available Win8 build is build 7700 which was compiled 2 years before 8220.
You can find the ISO on archive.org, tutorials for setting up the Windows 8 Consumer Preview (8250) in a VM should work for 8220 too. If you're using VMware Workstation, you'll have to change the VM's compatibility mode to Workstation 9.x to avoid a crash. Also, 8220 is x64 only.
