Even at 100% efficiency, if you have 1.5V and 30mA going in you could get at most 30*(1.5/16) or a bit less than 3mA at the output, not 20mA. Judging by the brightness of the light I'd believe you're getting 20mA out of it but you must have closer to 250mA going in. You need a true RMS meter or an oscilloscope to find the actual power in and out of a circuit like this as the voltage and current are highly non-sinusoidal.
You are right because I only have multimeter and measured the current on the input side and on the output said and got a reading of 21.5mA on the input side and 8.3mA on the output side with a 3V 1/4W led as load. That transistor is not usable for this circuit. Use the transistors that have a hfe rating between 110-800, these transistors will only work for example:bc547,bc548,2n2222a,bc549,bc639 etc. if you find any other transistors search on google for their datasheet and see the hfe of that transistor. @@naturesounds1664
Any NPN transistors work as long as pins are same.[Edit: hfe of the transistors should be about 110-800 or more] Check you transformer winding according to the animation at 6:44 on the timeline.
Mostly your transformer winding must be wrong try rewinding and make sure that you have continuety between centertap and other 2 wires (i.e., Continuety between centertap and 1st lead of transformer and also continuety between centertap and 2nd lead of transformer) And make sure that transistor is working . And when you finish the circuit put a 3v led at the output to check your circuit, because we cannot measure the output voltage without the diode in series between voltmeter and the circuit output

Remember that nobody has like any back music because it is very irritating to ears while using headsets. Obviously viewers are not watching your videos to listen any music. Right? Most of youtubers mixing background music to make their videos more attractive, but they don't know actually they making it bad thierself by mixing music in it unnecessarily. 👎🏻👎🏻👎🏻👎🏻 Only for music.
I am mixing that background music because to suppress hissing noise from voice recordings, but anyway as you mentioned it I will definitely remove background music and I should find different ways to suppress and reduce hissing noise from my voice recordings. Thankyou for suggesting
There is no need to remove background noise recorded while recording, because its normally considered as natural. So viewers definitely like such noise. 👍🏻👍🏻 Only knowledge sharing in details in simple words is important.
