I'll play that any time my opponent castles into an already weakened side with no other thought behind it besides trying to open the king up even more. I wouldn't plan to get the knight into b5, but I'd play a4 10/10 times, that was the least suspicious move to me lol.
leowoq1 has only played 6 games, with an accuracy rating high into the 90's in most of those games. The only game he has lost is when both players had around 98% accuracy.

IMHO in the first game the queenside castling was risky as well as the undermining of the white's center by playing f6. I always castle kingside while playing Advance French, the pawn structure of Black is solid and hard to crack. But I am only in the 1700-1800 rating range 😀

That first person is almost certainly a cheater. They've only played 6 games and their accuracy in those games was: 94.4, 98.5, 98.9, 98.5, 97.3 and then the 90.8 against you. Just went through the games as well and they very rarely think for more than 12 seconds.
Maybe he got scared against Simons wild tactics and chose the second best move more often? There was a long think at the end. Or maybe the fast game analysis does not know what to think about accepting the exchange sacrifice, for only 90%.

Aren't you always more likely to get cheats in blitz games though? It's why I play the longer format online. Cheats can't be bothered waiting 5 minutes for you when all they need is 10 seconds to enter a computer move.

Simon doesn't consider smurf accounts which are a norm these days. A smurf account is a 2nd account used to play untested ideas and semi-casual games at a lower elo; this includes elo climbs (speedruns and slowruns).
I'm a rubbish blitz player and I kid you not I had 1 game at 100% it was an obvious position and the moves where easy but still if I can get 100% anyone can get 90% without cheating, though the fact he played better than svidler is somewhat suspicious
Cheaters intentionally throw in some of their own moves to not be so obvious. I’ve had really high accuracy games too but it’s mostly when its a prepared line and my opponent messes up so the game plays itself. Simon is a GM so getting that high of accuracy against him is vastly more difficult. The opponent was playing brilliant positional moves in seconds that simon had to think over for almost a minute. This is exactly what cheating looks like, and it turns out it was a cheater.

I think it's a very good move. It's opposite side castling and makes sense. Even 2000s play this often. Like I have experience.
