It seems like they're really trying to strengthen the tourist industry there. I would recommend that they look into opening a few museums and try to get a few archeologists on board. Afghanistan is an archeological gold mine, with sites from the Persians, Greco-Bactrians, Kushans, and much more. A lot of the ancient cultures there haven't been studied nearly as much as they deserve either, so I imagine there would be a lot of funding from Western learning institutions coming in as well.

Afghanistan was and is in a great position geographically, so naturally people are going to want to conquer it. The "graveyard of empires" reputation is more recent, though it has been well deserved within that time.
