- Throughout MLP, Celestia has had more than a few moments where she seemed to know far more than she ever let on. And she seems to have a particular interest in Fluttershy...

In Horse Play, I got the vibe that Celestia was a very shy filly like Fluttershy, and chose her to do all these unique tasks because Fluttershy is a pony that Celestia see her young self as: Having empathy for others, being patience, and has the determination to drive her forwards.

Luna sees ponies' subconsciouses and their deepest memories and dreams. I don't think it's unreasonable to assume Luna and Celestia talk, and I don't think it's unreasonable that Luna is a bit of a gossip.

On a more serious note though, I think an interesting thing about Fluttershy's element is that it can't really be corrupted. you can be loyal to the wrong person, honest for the wrong reasons or even laugh at people to be cruel...but you can't really ever truly be kind for evil reasons. That is why I think Discord couldn't turn Fluttershy and why Celestia takes interest in her.

When Fluttershy was dealing with Discord, I fully believed and supported Fluttershy from the get go, no lie!! When even the 'stare' wouldn't work, I knew Fluttershy was working a backup plan because Discord likes to think he's one step ahead of everypony.
When Fluttershy challenges her friends (and by extension the audience) with the line "Do you think I'm a fool!?", I immediately responded with "I KNOW you're not a fool, Fluttershy!!"
Some people may have thought that Fluttershy manipulated Discord into accepting friendship, but Fluttershy was completely genuine. Fluttershy was genuine to her promise, but Discord thought that made him invincible, when in reality he never realized how genuine he was in accepting Fluttershy's friendship, so that once he crossed that line, he'd be alone again.
Not many ponies realize this, but being alone after meeting that special friend and knowing that your actions caused them to walk away from you, that's pretty heavy stuff. And only a heartless jerk wouldn't feel any guilt about it, and Discord is just chaotic enough to have actual ethics and morals in his character that even he couldn't recognize.
Fluttershy is an amazing Pony, and for a pony who's scared of many, many things, her true courage shines through when it's needed.
I stand by the headcannon of Fluttershy being somehow related to Celestia.
Mainly for the pink hair, kind and passionate spirit, and the fact she always looks gorgeous playing Celestia.
I can see a storyline similar to that of Historia's from Attack on Titan.

Or maybe (because MLP has time travel) Fluttershy is actually a younger version of Celestia before she becomes an alicorn....

LoL, I had an idea for a short fanfic about this awhile ago. The summary of it is:
Fluttershy sacrifices herself while everyone is trying to stop a time distortion spell. All the main 6 are overcome with sadness, but Celestia is calm. She guides them through the hall of records as she explains that Fluttershy isn't gone (dead).
"Fluttershy wasn't destroyed, just sent to the past. The magic spell, and her sacrifice however, *changed her*, and distorted her memory. She won't remember who she was, but she'll still be herself. Her kind self. Kindness that compelled her to ignore her own pain and emptiness when she stumbled across an orphan Alicorn in the woods. She grew to love this pony as family, a sister. But her kindness wouldn't stop there. She was compelled to bring stability to the early pony realm. Eventually, becoming a ruler despite her fears."
Celestia opens a dusty record room, preparing to show records of Fluttershy's fate. Her mane, shifting slowly to its old pink hue. Twilight grows pale.
"However, it wasn't a fairy tale. Her will fill hollow for centuries. Her past an ever present phantom. Slowly, making her more distant from everypony. Even her sister, who is sent down a dark path. However, after one thousand years of isolation, her memories start to sprinkle back. After seeing a strange rainbow explosion in the sky, and finding a Unicorn, with much, much potential."
What helps is that fan like to speculate that Celstia actually has a pink main.
She knows that Fluttershy is the chosen one who will save Equestria from some evil threat in the future.
Celestia knows how dangerous Fluttershy is, and keeps close eye on her to protect Equestria. She even wanted her to become friends with Discord, who can show her the right path, having always been the “angel” between those two.
Fluttershy for next Alicorn. I mean, she's basically a Disney Princess already.

That's plausible. Also remember that she _did_ learn about them while they were all still little fillies as she searched for a place for Twilight to go, years later. She revealed that to Twilight when telling Twily about her own issues to cope with the feeling of letting Twilight go when the time would come. That happened in the season premiere of season 7, when Twilight is sad because Starlight might have to leave. In the flashback, we see Celestia talking to Mayor Mare, in Ponyville, and observing those who years later would become Twilight's friends on her first day in Ponyville.
What Purgatory-like realm? "Magical Mystery Cure" was a musical. when she turned Twilight into a princess that was supposed to be Heaven

I think Celestia kept an eye on Fluttershy after “A Bird in the Hoof” and I wouldn’t be surprised if Celestia knew that Discord had to force Fluttershy to be a disharmony minion in “Return of Harmony”. When you consider that those were test 1 and test 2 Celestia gave Fluttershy and she passed both tests. Then we come to “Lesson 0” the first episode after “Return of Harmony” when Celestia gives all the mane 6 the chance to write reports. I believe Celestia had a vision once the mane 6 got their cutie marks and in that vision she was told they are the future Elements of Harmony. So, she kept an eye on Twilight and Fluttershy especially as well as the rest of the future Elements in the alicorn dimension from “Magical Mystery Cure”. After “Putting your Hoof Down” (test 3) Celestia knew Fluttershy was ready to reform Discord.
Fluttershy has had a long reoccurring arc about being put in the spot light and being a celebrity...but noone seems to notice.
My guess is that Princess Celestia knows what Fluttershy does for a living. Because we sure as hell don't.
All joking aside, I think that Celestia knows that Fluttershy has a bigger capacity for empathy, paitence, and determination than everyone else in the gang.
Fluttershy has put up with Angel's antics for the majority of her life, which probably helped her with develop these qualities. As time went on, she likely also learned to be a bit more assertive to control his impulses.
It's also possible that Celestia sees much of herself in Fluttershy as she too spent most of her childhood shut out from other kids her age and was somewhat shy.
Justin Riley Fluttershy probably gets money from hosting fundraising events like in the Filli Vinilli episode. And she might still recieve royalties from her career as a model from Green isn't your color

One thing to consider is that Celestia is over a millennium old and has been ruling over Equestria for most of her life (that we know of). She's probably seen hundreds of thousands of ponies in that lifetime. Including all the personality quirks that come with.
As such she probably knows more about Fluttershy, the Mane 6 and pretty much anypony more than anyone could probably fathom just by watching their behavior or by having ponies in her service keep tabs on them. All without even taking into account any potential precognitive visions she may have.
Not to mention during the last millennium she was intentionally searching for individuals who could successfully wield the Elements of Harmony in order to rescue her sister. So she was undoubtedly looking for extremely specific personality traits to do so during that time. Which means she probably knows a lot about Fluttershy simply by having been searching for someone just like her.
the point about celestia relating to fluttershy the most was v interesting. perhaps she relates to fluttershy because a looong time ago she was shy in the same way? even now celestias not very outgoing and we’ve only really seen her come out of her shell around luna and twilight, so it makes sense that maybe when she was young and she was training to be a princess she was deathly shy the way fluttershy was in early seasons?

Fluttershy is the element of kindness. Discord was never shown kindness, it seems and so, in the long run, Fluttershy turned him around to become er...nicer. Not so hard to figure out. :/

*after viewing* I think you hit the nail on the head there. Throughout the series we've seen Fluttershy grow into the epitome of courage and strength of heart, and we know that Celestia sees more than we do already. That means she's definitely been keeping up with Fluttershy's growth, if for no other reason than she's friends with her protege. Honestly, from that alone, I could see her trusting Fluttershy with a lot.
Also, in terms of Discord, we have to look at the other options available. Pinkie Pie wouldn't be able to reign Discord in because she and Discord are too similar, neither Applejack nor Rarity would have the patience, Rainbow Dash would probably make the issue WORSE in some fashion thanks to her temper, and Twiight knows how dangerous Discord is better than anyone and at the time probably hated him more than anyone there, including Celestia. Fluttershy was literally the ONLY choice in that situation, and not only did she actually keep him n check, but she also successfully BEFRIENDED him, something that for all we know Celestia tried and failed to do.
From there, I can deduce that what it is Celestia sees in Fluttershy is someone that she herself can learn from. Wouldn't you want someone like that to play you in a play?

Well Firstly, just because they dont interact doesnt mean celestia doesnt know about fluttershy. We dont really know how much depth twilight goes into in those letters, and knowing how close their relationship is, twilight still probably sends letters to her mentor, so thats potentially a lot of information.
And on that note, Celestia probably knows about that time fluttershy was tending to rarity's store in manehatten, so its pretty clear to her that fluttershy is a born actress once she embodies a character

There's a theory Fluttershy was once close friends with Princess Celestia in a past life and that Celestia did a spell to reincarnate her which is also where The stare is believed to come from

Due to her morality and having been living for centuries, perhaps Fluttershy is somepony that reminds Celestia of somepony from her past that she was very close with at that point in history.

i think it's actually that celestia didn't just watch twilight but the entire main 6 and she's over 1.000 years old so she must have expeaience with ponys like fluttershy and same as twilight she had to go through much training mainly on knowleg so it would make sence that she studied on personalitys

I just had the super crazy idea that the Rabbit is the reason and that it is a magical construct created by Celestia to keep an eye on the elements of harmony, who Fluttershy [the bearer of Kindness] happened to befriend.
Lets say Celestia makes a magical guard that is not only unnoticed, but ignored, like a fail safe living warning.
Want weird evidence? ANGEL knew how to traverse The castle of the two sisters. Including helping Shy face her fears by seting off a trap. It was also possibly made for comedy, but another trap Refilled A bowl of carrots. If Angel is a magical construct created by Celestia, it would explain quite alot. Because Celestia would know everything Angel knows.
INCLUDING knowing How to calm Fluttershy and encourage her. Because she did it all or saw it all through the eyes of Angel Bunny.

Celestia is magic pony mom, always pushing her children down the roads they need to go down to grow. Sometimes she is gentle others more brute force is used, but in the end her children grow and develop and are better off for it.

My current headcanon is that the two sisters represented certain elements of harmony, and they embodied more then one.
Magic/Kindness/Laughter for Celestia.
Loyalty/Honesty/Generosity for Luna.
Why these for them?
Celestia has shown that despite her great magical prowess, she is highly reluctant to use it on any creature. She flew AWAY from N.Moon! It was only when it was abundantly clear that N.Moon was out for blood did Celestia use the elements. I attribute Laughter for her social examples of making others happy or at least content to be in her presence. Be it a small “gotcha” or looking for a little fun at the balls with Discord, she is always willing to loosen up a bit for a smile.
Now, think about how Luna felt before transforming into N.Moon. She felt that no one was acknowledging her efforts, especially if you were being generous with your time and energy. She felt that if she just showed them how devoted she was, they would acknowledge her, but if she was honest with herself they probably didn’t know of her work at all. As a pony who was loyal to her people, gave all she had to keep their psyches safe and stable, and helped them face their problems honestly and wholeheartedly only to go unnoticed at best, unacknowledged or even snubbed at worst by the populace that you put so much energy into? That certainly would turn an otherwise good person into a bitter soul at heart. You would eventually want recognition for what you do. Get a slice of the adoration pie.
This is why, in my opinion, Celestia can coach Flutz in the way she does. She understands the shy-side to kindness, for there is the great fear that one’s actions and words would be hurtful, and Flutz would want to avoid this. Any kind soul would. Celestia knows this fear of hurting others by just being, and can coax her out the way she does. I’m sure she had practice with the bombastic Luna.
Just putting this out there for consideration.

She has the ability to control all the animal's in Equestria and take over if she wanted to now she has Discord Princess Celestia knows she needs Fluttershy on her side so she gives her these tasks to help her be more confident and in control with her help to keep her loyal for maybe an up coming fight with the combine forces of King Sombra and Queen Crysilis.

She always understands EVERYONE, including the villains, and wants to guve everyone a second chance. Maybe she had some conflict in the past and wasn’t given a second chance?
Well, I’m a meta sense, she read the script. In a literal and more narrative sense, the letters she sent, the journal that was published. If I had to go a step further, it because she sees more of her sister in Fluttershy than anything. Especially since they both can talk to animals, but also more self conscious about herself in regards to other people and generally introverted like Luna. Cept in this case Celestia wasn’t as supportive. I mean Celestia knew of the five before she sent twilight to ponyville. So I’m assuming she was aware of Fluttershy’s demeanor towards people and animals.
Wouldn't it be interesting if in a future episode, Starswirl revealed some interesting if not embarrassing stories about the royal sisters.

I have a head canon involving Fluttershy's actual job. I believe that Fluttershy works to rehabilitate criminals and deviants which makes taking care of animals a hobby of hers.
Well, she did perform in that Hearth's Warming play, even while this fear was still crippling, and in spite of her panic before the show, she did just fine. How was that managed?
Well sense we know practically NOTHING bout Celestias past, perhaps its not that she knew something about Fluttershy that nobody else could figure out, perhaps after a bird in the hoof when she really got to meet Fluttershy, Celestia didn't see something hidden within Fluttershy but she saw herself in Fluttershy. Perhaps when Princess Celestia was younger she was exactly what Fluttershy was in the beginning of the show and eventually grow out of her shyness to put on the proud and confident mask of responsibility which might have taken Luna aback to see her sister pretending almost flawlessly where she was still stuck in tradition and that ultimately worked out better in Celestias favor then even she realized causing her overshadowing popularity which caused luna to have an inferiority complex which made her turn into Nightmare Moon.

There was also that one-off scene in RD's Wonderbolt test where Fluttershy portrayed Celestia "I, Princess Celestia, banish you, Princess Luna, to the moon." or however the line goes.
That exchange may have been a reference to Nightmare Rarity and Celestia having solid Pink hair when she was young.

-Thanks to Celestia introducing Discord to Flutters, now Fluttershy knows how handle weird situations with characters of great power, in the same way Celestia has to handle things with other reigns and mythological monsters around her
-Since Celestia and Luna has the capability of more or less "see the future" is possible they both know what is the most possible future scenario and know how act in consequence, trying to choose future leaders
-Also implies why MAYBE celestia let the others defeat her in order to fulfill prophecies, like Twilight ascending and befriending Starlight and other things

Dr. Wolf, may I remind you Pinkie Pie and Fluttershy are the two of Mane Six (who voiced by the same actress) who frequently have to deal with fear, specifically two spawns of it - terror and doubt.

While Pinkie endures terror just fine, she constantly falls a victim of a doubt. Fluttershy on the other hand is total opposite - mentally dying from each jumpscare but master at dealing with intimidating creatures pacific way. Threats of unknown nature and violent behavior vs. ones of known traits and origin, but unpredictable behavior (The crowd, consequences of failing in front of Celestia. Pinkie wouldn't sustain such pressure).

That's why Celestia picked Fluttershy for that task. And everyone should have knew it by the time. Besides, Flutters been on stage twice before and done fine (Choir and play), and others occupied with backstage routines. Spike also been involved in narration in a play and giving a public speech on occasion.

You know, there's an idea of mine that fluttershy might be the violent of the mane six. Now I know it crazy but is it? Here's the things most people don't know, nice people can be violent. Ackley, they can be the most violent if you push them enough. Don't forget what discord fluttershy is, cruelty. True, discord push into it but that dosen't mean it isn't inside of her somewhere.
