Can You Run a Computer Off a DVD?

When one of computer wouldn't boot and at the same time wouldn't read any of my USB, I had to boot off of a disk and that gave the idea to run a computer off of a DVD.Doing this took a lot more time then i expected. I also switched between a desktop and laptop with the same dvd and that why the resolution is different in some of the clips.
