Honestly, if Sasuke wasn’t there, Jiraiya probably would’ve just grabbed Naruto and booked it. He knows Itachi and Kisame are on a capture mission and since they’re already that close, fighting them would demand too much of his attention and leave Naruto exposed. A guy like Itachi can create opportunities for Kisame or himself to break off from the fight and grab Naruto while Jiraiya is otherwise occupied. Now that Sasuke is there, even if Jiraiya gets Naruto away, there’s no way he endears himself with Naruto to have the student-teacher relationship they develop in the later episodes because Naruto will only ever see Jiraiya as the guy who left his best friend behind. So, the only thing Jiraiya can try to do is rescue both Naruto and Sasuke. Sasuke’s not cooperating with any efforts to leave because, duh. Therefore, running isn’t an option. The 2v1 fight scenario still leaves Naruto at risk. So, the only thing Jiraiya could do was wait for Naruto and Sasuke to capture both Itachi and Kisame’s attention long enough for him to get a jutsu off without interruption. The rest is history.

So Jiraya could beat Kisame and as for Itachi it depends, if Jiraya with his large chakra reservesmanaged to prolong the battle he could have a chance to win as Susanoo is using up too much chakra and is painful to the body.

As for the 4 tails he wasnt in Sage mode, plus he was trying to supress Naruto but without harming him, a feat which was really difficult and thats why he was harmed in the process of doing so. Im not saying he would win against Itachi but he could definetely have a chance if he played it smart.
