For the parking behind you. Talk to code enforcement and see if they require the bank to put up bollards for a safety or to raise the height of the concrete wall to keep the cars from going over. See if you can get a copy of the property owners coverage for the parking lot as the bank may not own the lot.

Hi Paul. About that fence for the wall owned by the bank. A wood fence will not stop a car from going over that wall. I understand your concerns on it. But even chain link fence may not stop a car, if the car is moving fast enough. To make that fully safe they would need to something a lot more stronger then wood to hold back a car, and wood will rot out in just a few years. I seen a woman who was park just 2 feet from a wood fence, get in her car and some how drive right through a wooden fence by accident. Lucky for her it was not on hill like you got there, but she went in to a street and hit a car going down the street. No one was badly hurt, but the wooden fence did not stop her car. It would take a steel girder planted deep in the ground or a concrete wall to stop a car. The bank is not going to pay for something like that.
It would probably cost the bank more for them to put up a safety fence then to pay for an accident that involved one of their customers. One of the reasons why everyone should have homeowners insurance. Personally since it is not fenced in I would get some No trespassing signage.
