Phil is right, that PSA 9 Gretzky is extremely poor for the grade, may not even get an 8 if resubbed today. Whoever bought that card just burned about $95K to get themselves a little piece of paper with the number 9 on it.
The centering issue is what I refer to as "Tilt"; when the card itself is a perfect rectangle with four 90 degree corners but the sheet was placed in the cutter at a slight angle so the image appears tilted on the cardboard canvas. Versus when the cutting blades did not cut a perfect rectangle so the card's corners are not four 90 degree angles, which I refer to as "diamond cut".

99 wouldn't let UD make any Blues cards with him for years after the way Kennan and some others in the org treated him. That's why there's mo Blues mem oon that card I'm guessing...
