  • The Charlotte-Mecklenburg Police Department (CMPD) is conducting a criminal investigation that resulted in the arrest of CMPD Officer Henry Chapman, after an arrestee reported that an officer had stolen property from him. The incident happened Thursday, March 14, shortly after 4pm in the University City Division. Upon investigation, CMPD detectives arrested Officer Chapman who was charged with one count of Embezzlement.

    This wasn't Chapman first time stealing, I guarantee you that, this was his first time getting caught.

      Think about it, why would any business, governmental agency or organization do that? A law suit is coming, the man who was arrested is the victim, victims can be seen telling their story before a trial, but not defendants, his interview or disposition has to be kept confidential to maintain impartiality and integrity for upcoming court proceedings. You will only get transparency when the case is disposed of.

      If you paid attention, the video of the interview with the victim got cut short because they had to stop. Very likely an outside agency, State Police perhaps, would be doing the investigation and interviews, so you wouldn’t be seeing an interview of this chode from this department if they had to stop the interview with the victim because they were told to stop.

    The damage this guy did to police credibility is unimaginable.
    But credit where it’s due - dumping all the videos and immediately handling the situation was the right move.
    Any other department would be moving mountains to hide this.

      @@im_mcflynnnobody was hurt or worse, this was basically a property crime, in some podunk town in north carolina nobody ever heard of, and with the way cops are about internal investigations, 3 months is pretty quick for all this to be released. I think it’s very transparent and timely. Want me to really blow your mind- If it happened in California, the amount the cop stole wouldn’t even be arrestable…

      You must've been hiding under a rock because the police's credibility is already in the dumpster. This is no shock that this clown was caught wrongdoing. Many more would be found to be corrupt if they thoroughly investigated their own properly.

      The police will charge the least possible, they don't want it on there record they had a criminal working there. Meanwhile the average citizen would get charges stacked in for everything possible. Theft, obstruction, tampering with evidence, bank fraud, tax evasion, etc

      Without the cameras there would be nothing to sweep. Stealing money from arrestees is no new thing. Look up video of cops stealing property from house they were searching under a warrant. Lady cop so dumb she had her body cam on and recorded herself and other LEO stealing watches, glasses and jewelry. You can clearly tell in that video that stealing items was common and accepted.

    Ruined his career over $900. What a POS and a huge embarrassment to the entire CMPD. Kudos to leadership for not trying to cover it up, yet there's a lot of damage done to the credibility of the department and it will take a while for trust to be rebuilt.

    Chapman was so eager to be the one who handled the money in the first place, telling th guy that it was important that he handled it so that no one would steal it. It's obvious that's his M.O. Definitely not his first rodeo.

    Why wasnt Chapman immediately placed in cuffs and put in a cell? Instead hes allowed to just hangout at his desk unsupervised. The second they found the money stuffed in the door he should have been cuffed and read his rights. Clearly he cant be trusted. Didnt thay female say something like its above her pay grade? Is it really not up to her to arrest someone literally stealing money right in front of her? As I said before it seems like if it were up to the female cop that money never would have been found and Chapman would have been long gone heading to the bank to make a cash deposit. Thankfully that man was so persistant and solved his own crime against him.

    Body cams should be on and recording when transporting arrested people. This police department should install video cameras in their cars like many police departments around the country already have.

    He was left alone, apparently for hours, with access to computers or whatever preceding detectives (?) showing up, with no handcuffs? Were the goings on in that room recorded on video? Computer activity recorded and nothing was deleted? Let’s see the interview!

    CMPD is doing themselves good by being extremely transparent. This is FAR from the first time a Charlotte officer has conducted himself inappropriately though. However, I have had some decent dealings with them, even when I was in the wrong. They're definitely far from the worst.
