Asura can't compare to Oni... in my opinion

Asura is Rugal God with the evolved powers of Dark Hado (power of Akuma), that is, the Asura form is above Rugal God, just as Oni is above Shin Akuma... I also believe that Oni is indeed superior to Asura. But more in terms of power, this character is the only one from SNK that could rival Oni.
