Low tension, short backswing, ball placement, speed, etc. That said, we need to remember that it's all relative - the guy would absolutely hit all but the top 0.1% of tennis players off the court with his power. The guy can rip a short ball as well as anyone, and he does when necessary. He'll also crack returns to keep the server honest.
