I'm always a bit annoyed when advice is given on things that people haven't even tried themselves... I'm in Nusa Penida at the moment and I've rented a scooter. Of course I'm very careful. For my part, I think it's the best way to get around the island. The only time I was really scared... was with a private driver! They drive like crazy and there is no comfort in the back of their cars.
By the way, what you didn’t pay when you arrive is a tax that enables the government to develop the island and build new, less dangerous roads...
