The widowmaker is only for GTA Online, To Unlock The Railgun You have to become a returning player by playing the game story mode then going back to it.

The flashlight's a reference to old Police Flashlights where they were tough and strong enough to be used as weapons, it was a very popular weapon for Bikers to use.
Lesson: The railgun will only be spawn during a storyline after the mission minor turbulence. If you go find it after you finished the storyline it won’t be appear again.
You need to be able to an old player to unlock it

The Altruist camp is not the only place to find the assault shotgun. The tunnels you use to escape during the vangelico heist, in the first room after the jump, there is a hole in the ground. Inside is the assault shotgun plus armour. Also, there is a med pack on the scaffolding leading down to the hole!

I was able to get the railgun and I’m not even a returning player. After beating the game, I went to the Ammu-Nation with the range and did a couple of shooting drills and it was up on the gun wall. I don’t know if anyone is able to get it this way.

Trevor can skirt the front gate anytime and walk up to the big rock and collect the bat, then grab that automatic shotgun. Next to the shotgun is superior armor and a RPG. Just don't let him start any trouble. Once he clears the camp everyone can visit for supplies. If Trevor flys in to collect he sees more cultists running around and then run away when they spot him.
Find a dinghy on the very narrow piers close to the pest control business used in the jewelry store job. Take it all the way to where the big plane crashed and dive. Look around and find perimeter mines, sniper rifle, armor, LMG, RPG, sticky bombs, and the rail gun. There's no anchor for the dinghy and it drifts away a lot. To save time looking for it, grab a big boat while wearing the suba gear and dive off it.
