Did the sand with the red scotch bright pad take off the rough texture off also so the plastic is smooth

Yes! Just make sure you use enough primer to make it smooth! I did thar on the front bumper of this truck

Would 200 grit work? Or be safe n use scotchbrite pads
200 would be too rough I believe, it just needs to be scuffed up a bit, 400 grit would probably be better
