Articuno was not caught by Noland he was just listening to it. That articuno was even more powerful than the articuno who was in pokemon Lugia movie. (That articuno in lugia movie was only using a single attack(ice beam). Noland's articuno was using 4 moves, using mixed attacks (ice beam and water pulse), He defeated noland's jet in race with him so his speed is very high, he lifted and throwed about that 1 ton machine of team rocket, the reason he lost to Charizard is that Charizard is super strong.)
. You are saying that Kanto and johto pokemons are weak so in that sense Kanto and johto starters group is weakest starter group. . Than Dragonite will be weakest pseudo legendary. Than mew and Mewtwo are also one of the weakest legendaries and can be defeated by Pokemons like Alain mega Charizard X, Steven's mega metagross etc. Don't even underestimate the power of legendary birds. In Journeys episode 102 articuno alone defeated 12 Pokemons. Old gens Pokemon are not weak. Ex mega evolution doesn't exist in gen 1 but that doesn't mean that Kanto Pokemons can't mega evolve.
Z move was first shown in anime in alola but that doesn't mean that Kanto Pokemon can't use z move.
