How can I report my transcript?
I am from Ethiopia in Africa and the way of reporting transcripts in the US and in my country is different, it is not out of 4 or out of 5.
So, how can I report my transcript?

You can ask an advisor in your college but usually they just want you to upload your grade sheets when applying. Then, they'll want the official report from your college once you accept the offer.

I am not if I am the right person to answer to Sir. However I was also in a similar dilemma and researched a bit on this. Though both, in fact tofel/IELTS/dulingo all three meant to test your command on English language. IELTS would be better option to consider as per many experts opinion. IELTS is recognised and accepted in most ( I think almost all) of the countries compare to dulingo. Exam structure and fee wise better than Tofel.
