For anyone struggling with this, I've had good success with a program call 'Tree Size' run the free version as an admin, find the folder in the directory and delete it in the program. Fucking maddening windows not letting you delete folders...

When I do it just says "Error Applying Security" god I'm so fucking tired of Window's bullshit, why the fuck can't I delete something that I don't want on MY fucking pc. This still does not enable me to batch change the metadata on photos. Windows 11 has be all around a bad experience for me. Everything from the unwanted advertising pop-ups at the bottom right to the "let's finish setting up your computer with your bio metrics" to this glitch. Never again will I buy a MS product.

I wanted to delete an old windows directory in another partition
For me, the only way : Put the HD in another computer, delete the fu****ing directory. And put the HD again in my PC
