Also, the podcast people are in some way already known to the public, which is why people are willing to listen (if you're a nobody you're not gonna have an audience ready to listen), an example is the hawk tuah girl. She did nothing but say "hawk tuah! Spit on that thang" and here we are, millions of people ready to listen because she's likeable. Andrew tate is outrageous and that's why he gained notoriety, plus some people actually agree with him so he gained an audience. And Joe Rogan, I don't know much about him but he used to do martial arts and he's just a good conversationalist, brings some interesting people on his podcast. So there's your answer, the podcast people appeal to the public needs, while he does not, despite his content being superior. That's because you gotta give people what they want, not what they need.
