I believe there's a similar feature from AMD called AMD ReLive. I didn't test it since I don't have an AMD graphics card. However, you can do it using OBS with its Replay Buffer feature as I showed in this video:

FYI that in game overlay will get you shadow banned on COD MW3. Ask me how I know 😡
