He absolutely did not learn his lesson. He never explained the exact reason for the fine, he played the victim after the meeting: “I’m still being punished for a mistake... a million, million years ago...” no - he’s being punished for not being transparent or honest; “they fail to realize I lost everything and came back,” they aren’t failing anything, he never gave them that information. He’s way too cocky - and the “better” version with Peter was fake, in my opinion - his actual personality is the cocksure, argumentative, disrespectful version. He wasn’t being dishonest until Debora made it clear there was something to be revealed. Even after 4 dragons and Jenny gave him clear and concise reasons as to why they couldn’t (not wouldn’t) invest, which had nothing to do with his initial mistake, he still didn’t hear it, and he still twisted the truth as he heard it and said he was penalised for a mistake. What this guy doesn't seem to realise is that he's not being penalised for past dishonesty. He's being penalised for current dishonesty about the past mistake, and that doesn't build faith in his honesty in future.
