There seems to be a major change in the specs of Section 4 A Bonifacio. The original plan was it was supposed to be 2x2 carriageway - like what Skyway did in Stage 2 from Sucat to Alabang elevated toll plaza. But it looks like it will be 3x3 and BRAVO is what I can say to that.

The addendum in the contract for extended Skyway stage 3 is still on process and it might take awhile or its depend on the government if they let Citra build it and add it to the PPP contract or they will just shoulder the construction. Also, did you know that the plan of NAIAex entry/exit ramp in tambo area is ONLY on Macapagal blvd. Megaworld shoulder the cost and construction of the extension to benefit their casino business in the area, on the other hand SMC the prime contractor of NAIAex don't mind the changes as long as it wont cost them. :)

I think what you pointed out as revisions/addendum/expansion of the original PPP contract also covers what RSA recently proposed 1. extension of NAIAx to Buendia - which I suppose is Buendia/Roxas Blvd. 2. extension of NAIAx to BGC - from the the spaghetti junction of NAIAx with Skyway Stage 1 elevated and at grade - extending NAIAx to BGC cannot impede or conflict with the C-5 extension currently being built to connect C-5 to Merville and CAVITEx beyond. This is a MetroPac Tollways franchise. The only elevated Skyway link that I can imagine is from elevated to the ARCO South Ayala former FTI development spur/ramp/expressway from elevated Skyway. This is easily covered by Citra Metro Manila Skyway's approved franchise for the C-6 or so called Metro Manila Expressway from Bicutan-Cainta-Rodriguez-Batasan-Marilao NLEx. This will mean a junction will be constructed just south of the C-5 connector being built right now. From what I remember, NAIAx is already covered by the Ramos era franchise given to Citra Skyway in 1996. DoJ Secy. de Lima and DPWH Babes Singson already respected Citra's ownership of NAIAx skyway, but for some strange reason, Citra's new partner - SMC - thru RSA said yes to a PPP bidding, despite the extortionate franchise fee that DoF supremo Ces Pursima was charging, which costs more than the actual cost of construction! Metro Pac's counterbid seemed like a feeble attempt to just give the PPP bid the semblance of competition. With the franchise fee, which DoF Secy Dominguez already junked on his first day as PRRD Secy of Finance, costs went up so high that San Miguel nearly maxed its credit ceiling, causing problems for the flow of cash to Skyway Stage 3. When it asked Citra to come up with their cash partnership, Citra baulked, resulting in an unresolved spat between the partners to this day. Speaking of linkages, Skyway Stage 3 can link with the NLEx Connector and NLEx Harbor link if the design team of Citra can come up with an expressway link from Stage 3 Section 3/4 A Bonifacio to C-3 NLEx Harbor link. But funds are tight right now.
@Hernando the proposal for NAIAx extension to BGC is buyable idea for the government, but not for MetroPac, because it will have a great effect on their projected income for C5 Link project. You might confuse the proposed NAIAx extension connecting to C5 link expressway (via SM area) from NAIAx to Buendia because I havent heard about this proposal yet. If ever this will be first. Connecting C5 to skyway is part of the bulk propose project of SMC to the government however NEDA is still studying other proposed project for C5 to skyway connectivity via ARCA South (Metro Manila Expressway). If this proposal will push through SMC will join as one of the bidder for the hybrid PPP. You're right about the proposed NAIAx during Ramos presidency, due to Asian Crisis in 97 this project was put on the back burner. I must say I'm not savvy on the case file by SMC to Citra regarding extortion of their executives and all I know is that they are still on going legal battle. In regards with the linking of NLEX-SLEX Connector to Skyway Stage 3, the main issue on this project is the right of way, Metro Pacific Tollways Corp have all the funding they need to implement this project, but DPWH cant give them the RAW requirement for now.
I only read an announcement by RSA about Buendia, and you are probably right. Extending NAIAx to Buendia need not take Roxas Blvd and use Macapagal instead - as Metro Pac has an unsolicited proposal to connect Harbor Link expressway from R-1 to CAVITEx via Roxas Blvd and parts of Macapagal. But this is an unsolicited proposal which needs a NEDA Swiss Challenge. RSA's Buendia NAIAx extension - I am not sure if that is part of the NAIAx franchise but if it isn't - it doesn't take much to approve it. As for the ARCA access road - Skyway Stage 1 has always had an approved franchise to do an access road to FTI , which can be extended to connect to C-5 - maybe this is the NAIAx to Skyway to BGC connection that RSA is talking about. I think Ayala will partly fund the ARCA access road and off ramp and from there, an access expressway to C-5. Also RSA proposed to extend NAIAx from NAIA terminal 1 all the way to SM near Sucat-Dr. Santos Ave. If you travel Makati bound on Skyway elevated, there are zones on the shoulder where you will notice that the parapets are not planted on the pavement - which are preparatory for an off ramp.. I think there are 2 - one is an off ramp for the Bicutan end of C-6 or the Metro Manila expwy from Bicutan to Rodriguez - Batasan - La Mesa parkway - then Marilao NLEx. The other prepared cut off may well be the ARCA south access ramp which can easily accomodate traffic to BGC from elevated Skyway, though a long way from NAIAx. So far, the C-5-Merville-CAVITEx connector has no opposition. Its the Skyway end of NAIAx that may need an elevated connector to reach Lawton as the off/on ramp into BGC. As for the connector - Secy Villar's frustration is the RROW acquisition. Metro Pacific has completed 50% of Harbor Link and Harbor Link, connects to the connector. So far these links and extensions we discussed are still part of the original franchise of both NLEx [Metro-Pac] and SLEx [San Miguel-Citra] so there will be no need for competitive bidding. As for Skyway stage 3, right now, what is on the drawing board is a simple off ramp exit to C-3. What will make sense is for Stage 3 to extend over C-3 - elevated of course - then connect to NLEx Harbor Link which links to Skyway Stage 3 at the PUP common alignment of Section 2. The case of SMC vs. Citra is that San Miguel is accusing 2 high ranking Indonesian - Manila based - officers of Citra for misusing the 50M advance of San Miguel Infra to capitalize a Citra company in charge of Stage 3. It has become so toxic that the 2 Indonesians -long time and comfortable living in the PHL - had to go back to Jakarta to avoid being arrested as criminals. RSA claims that Citra was dragging its feet at the scheduled increase in capital of Citra Skyway Stage 3. RSA accused the 2 officers of using his 50m to be the Citra increase in capital. The trouble began when SMC was aggressive and bidding high for the tollway projects. SMC has no problem as it has access to their many "Top Frontier" funds. And yet, SMC had to slow down disbursement because lenders were afraid SMC might "hollow out" taking on too much debt. SMC need not bid for the La Mesa parkway because we as far as it is concerned, SMC is the only one interested in making this garden parkway and is also the approved bidder - sometime in November. Both SLEx and NLEx are using existing franchises to generate expressways though!

as i watch the video i noticed that there are portions of the road that are bumpy, that is dangerous when the vehicle is running at 100 kph much more when the road is slippery during wet season....i suggest that a professional driver test at 180 kph be conducted before it is turned to public use
In the araneta area where I live, the girders aren't up yet and the spans aren't even built yet for the most part. And then we have the high-tension power lines to contend with. That one is a real pain because some of them requires a total relocation. So yeah, the optimistic ETA would be 2 years from now. But if they crack their whips, the earliest done would be the one from Buendia to Quirino Avenue.

Hindi nagdagdag ng tao at equipment, yung sa section 1 lumipat lang ng section 2, 2014- 2018 (?)= 4(?) , 2018 (?) +4 (?)=2022 (?). Mas mahirap ang section 2 double deck. mga right of way , mga ilog, at pasikip ng pasikip hirapan ang operator ng mga equipment.Maaring hirap sila sa materyales kaya mabagal.
The real reason why Skyway Stage 3 section 2 suffer massive delay is because of final design of NLEX-SLEX connector project linking to skyway stage 3 and final design/costing of PNR South project. You have to consider that Section 2 will run along PNR track which will be elevated if the PNR South project push through.Materials and manpower have nothing to do with the delays.
The NLEX-SLEX Connector Project is an elevated 6 lane expressway. If youre wondering why it havent started yet, is because of the ROW issue. You see if the original plan for this project will be follow DPWH need to remove houses, school, chapel, market places, warehouse and factories along PNR track. (Antipolo street in manila, some near C3 area and PUP area). DPWH is weighing the idea of double deck expressway instead of 6 lane all level elevated expressway to avoid buying those properties and will be build within PNR Track, Since PNR North Project and PNR South Project are both elevated in the metro manila area, Metro Pacific the contractor for the NLEX-SLEX Connector project is trying to come up with the new design or new layout for the expressway just to have an option.

Hindi nagdagdag ng tao at equipment, yung sa section 1 lumipat lang ng section 2, 2014- 2018 (?)= 4(?) , 2018 (?) +4 (?)=2022 (?). Mas mahirap ang section 2 double deck. mga right of way , mga ilog, at pasikip ng pasikip hirapan ang operator ng mga equipment.Maaring hirap sila sa materyales kaya mabagal.
The real reason why Skyway Stage 3 section 2 suffer massive delay is because of final design of NLEX-SLEX connector project linking to skyway stage 3 and final design/costing of PNR South project. You have to consider that Section 2 will run along PNR track which will be elevated if the PNR South project push through.Materials and manpower have nothing to do with the delays.

Is the NLEx-SLEx link an elevated highway as well?
The NLEX-SLEX Connector Project is an elevated 6 lane expressway. If youre wondering why it havent started yet, is because of the ROW issue. You see if the original plan for this project will be follow DPWH need to remove houses, school, chapel, market places, warehouse and factories along PNR track. (Antipolo street in manila, some near C3 area and PUP area).
DPWH is weighing the idea of double deck expressway instead of 6 lane all level elevated expressway to avoid buying those properties and will be build within PNR Track, Since PNR North Project and PNR South Project are both elevated in the metro manila area, Metro Pacific the contractor for the NLEX-SLEX Connector project is trying to come up with the new design or new layout for the expressway just to have an option.
