Target date for completion is by 2020, MRT7 2020, LRT 2 extension 2020, Manila North rail transit to Clark airport 2020, and lastly the first metro manila subway will begin construction this December target date to open in 2022. And a lot more big projects are also being built right now outside manila.

The steel casing immersed underground/underwater is sacrificial-- it will rot away in due time, leaving the concrete as the actual foundation. It's there to help form the concrete during curing
My also concern once this great project is completed how it will be treated by the homeless and squatters. These elevated highways will present some great living spaces especially during torrential rain, never mind the street vendors. While it might be great on top, I dread what will happen underneath.
What happened to San Juan river is one example of many rivers become polluted for decade because of lack of proper waste management, iresponsible Filipinos not only squatters but big company owners , lack of strick inforcement by government due to corruption in short what happened to boracay is already happened in metro manila long time ago.

Like aluminium, that rust can serve as a protection from further corrosions so long as the rebar itself isn't cracked or damaged

As per what I saw with similar steel girders upclose, they're usually bolted by numerous nuts and bolts. Hindi sya riveted.
