@@teenfoe It’s definitely the federation or more specifically a group called the federation army, who in the japanese version of Fusion and Other M have a significantly larger role. So here’s the deal the federation truly is oblivious to the bio weapons program, due to the federation army being corrupt. And the army saw major potential in the X. I mean a being able to eradicate armys, coupled with its ability to fuse with somewhat organic technology has many applications in combat. They wanted the SA-X. And the Metroid program was there in case things got out of hand. In case that the X became to dangerous that they could restrict them
