One of the HUGE problems here on Maui is there is little, if any, over site, approval, inspection or guidance in the design of moorings in Maui! The State and the County turn a blind eye to the way people moor their boats and only after groundings do they act. This behavior is very common in Hawaii, ignore the problem, hope it goes away then act surprised and all official when this stuff happens! Another big problem is there are zero private vessel towing or assistance companies in Maui. If you have a problem on the water the only people you can call is the US Coast Guard.
Worried about a few hundred feet of ocean habitat while they cut hectares of forest for wind mills and solar panel makes no sense save one habitat but destroy another actually more important without trees,swamp lands and rain forest the ocean would die also.
Solar panels are a brilliant idea in Canada. Especially in the fall and winter months when the sun rarely if ever mKes an appearancw and there's 3 feet of snow on top of them. The best and brightest really thought this through before implementation. Bravo
I've sailed in the vicinity of thousands of different ships and boats. Naval ships I've been around haven't used AIS. Fishing boats will often only turn on AIS as we approached, but once they see that our path and theirs won't intersect, they often turn theirs off. Initially this concerned us, but once we figured out this was likely an indication of safe distance we just kept an eye out. This might be because they have limited battery power (small pangas with an outboard) or because they don't want to alert their competitors to where they're fishing. Fishermen also use AIS on the buoys on their larger nets. They seem to leave these on. I think a general, but absolutely unofficial, practice is: if you turn off your AIS you actively monitor every vessel in your vicinity. Has anyone ever been fined for turning off AIS?

I say this because my professor runs the MOP here on Maui and my late uncle was once director of the MOP program and a marine science professor at UH Manoa. But there was a push by them for snorkeling and tourist charters for encouraging $1 dollar donations for the maintenance and upkeep of mooring sites like ones at the popular Molokini site. The push got shutdown by the businesses because statistically the amount of donations could run up in to around a million and that wouldn't be going into their pockets. So the sites remain only with maintenance if the budget for the Aquatic resources division have any money left for it.,

The Maui Princess looks like it’s grounded on the breakers of a shallow reef. The color of the water beneath the boat is dark, which is reef. Sand and loose rubble is usually light greenish in color.

We had a very beautiful boat break off of its moorings in Santa Barbara and it washed ashore. Then in the morning people noticed a homeless man sleeping on the beach all wrapped in these amazing fluffy, high-end blankets and next to him was a half-empty extremely expensive bottle of whiskey. 😂
The Hawaiian DLNR on Maui are a disgrace. They don’t check mooring, quite often they have no idea who owns the boats on the moorings. The DLNR have a powerful rib that never gets of Maalaea harbor dock on Maui. Time and time again this happens.
Other question: under normal operation, how often does a ship's AIS broadcast not get received by either land or satellite (giving appearance of AIS being off)? and how long would such events last? Insurance companies could start to monitor a ship's AIS to detetect when it is turned off at which point, they send an email to client announcing coverage is suspended pending the owner explaining why AIS was switched off.
A couple of things jump out the mooring was an adequate and when you have a passenger vessel, or you are the captain of a boat and have other people on board, you always always always stand live watches there’s no exception to that rule. And if you can’t afford to do that, and if you don’t have the knowledge or background to do that stay on shore.

Since you're a car guy: It'd be like doing a bunch of maintenance to pass your MOT but then a rock hits the windscreen while driving to be inspected, badly cracking it right in the middle of your view. You've taken the necessary precautions, the ones that have been required, but something bad has still happened that affects the result. A stronger statement would be something like "has taken precautions against all foreseeable threats and problems" or even "has exceeded all normal precautions" and so on, you're basically narrowing the window of rare events that have to happen before you're no longer reasonably sure you'll be ok. Is it semantics? Absolutely. But, then again that's a lot of what this industry is about, no? Lots of answers we seem to hear are carefully crafted 'diplomatic answers' or just straight up 'non answers'

If Stationary every 3 minutes, if cruising over 25 ish knots every 2 seconds and 10 seconds when slower
