Which IC is broken? CPU and hardware broken, you send it to China if you really do want the data back. Others you may get it recovered at your local repair shop/But sadly the international express can be really hard these days

In measuring part, you should put the positive (+) wire on the component and negative (-) wire of multimeter in GND , not the opposite .
