Basically, Boimler and Rutherford realized they get alone better when they can just sit and talk things out, but in a goofy and fun way. So pretending to be Mark Twain or Mozart distracts them enough where they can just laugh and figure out their issues. The Mark Twain and Mozart thing is because on Star Trek TNG they liked bringing in those types of historical figures on the holodecks.
