No wall I’ve ever tiled has been smooth especially when old tiles are removed. When they are there’s a variety of levels and finishes left. This doesn’t address those situations.
Don't use PVA the tiles may peel off the wall a few years later. Use a proper wall tile primer much better it is absorbed into the plaster to seal it stopping dust to make for a much better bond for the tile grout to the new plaster.
It's not recommended to tile onto paint. Ideally, remove the paint with a scraper. Scoring it is another solution, as long as it's scored a lot. Reason for not tiling onto paint is that the adhesive doesn't grab onto paint like it does with plaster. The adhesive hangs on the paint. Also, never use pva as the man said. pva reacts badly with tile adhesive. Use an SBR primer instead 👍

I had to look up "sugar soap". Here in the colonies we'd use TSP.

It's just a strong cleaner. Here in Canada we use "TSP".

You can, but ideally you would remove any loose of chipped paint first. Best practice would be to remove it altogether.
