The ROM is near enough finished, it's just in Japanese. It was never released because it was too similar to the original, which I find pretty funny considering the recent console Zelda's are pretty much the same but with different environments
My guess is that someone acquired a beta cartridge of the game through a competition/prize/sweepstakes/beta test/other, and that's how they ripped the ROM of it.

I searched about the Lylat system and all important components of this. Star Fox need a great return with EVIL Andross (like Star Fox 2 or 64), good quality of plot (not complex storyboard) and Lylat system, good use of Game Pad and the full experience of Star Fox.
Never mind, the burden of proof was on you, but I opted to check it out myself anyway. The game was leaked by an anonymous ex-Nintendo employee. It wasn't stolen, nobody was arrested, there's no conspiracy. Some dude was pissed the game he and his team worked really hard on for a few years didn't come out officially, so he released it himself onto the internet, then internet folks made it into a working ROM.

I love this track. It has a very star fox/space nintendo feel to it, and it also reminds me a lot of the original Megaman series.
This is the best Star Fox game ever made, and Star Fox 64 is the best one that was released.
