I imagine the Cipher's charm was likely partially caused by the fact that all kinds of mythological figures and obscure types of armor and weaponry are referenced in item names in the Metroidvanias, and so it might not be obvious that it would be referencing a prior Castlevania character instead of something like Milican of the Milican's sword, where no one has any idea what the connection is. Plus the spelling in katakana or hiragana would be the same between Sypha and Cipher, and Cipher would be the translation in pretty much any other context. So yeah, it's a silly mistake, but understandable. Maybe the localiser responsible just never played CV 3.
