In addition, the decommission Elysium 7 would have been done but not without an "alert" function of some sort that let those who decommissioned it know it had been activated. But why simply decommission E7 instead of destroying it. That too could be a part of the story.
Im disappointed that this story is so disjointed. We were at the nexus of crisis and then it backed up to the Arlo's workshop like the beginning of the story. like the author was just filling time cause he hadn't planned out his next step or where to start a new episode. Sad
