That's what happens when people write stories without any clue as to how the military rank structure is.

"Appointed representative," would indicate that he's been empowered in this situation by a higher power (president, legislature, commander in chief), to have primary command over this situation. Not a stretch that he could order those higher in the chain of command in said situation.

Aside from the horriable military refrences, why did the council care about the deaths and downfall of the agressive empire.

The new AI stories are getting better, still a lot of rambling story but still palatable. Read a Harlequin romance novel intend for women who came of age in the 50s 60s 70s and 80s, not my topic of interest but readable and well written. So to will AI reach this level of authorship.
Harlequin tried their formula on SF too, ref "Laser Publications" . Give an outline to a ghost writer, send that to a committee to remove large words, anything controversial or thought provoking, publish.
Total waste of paper and failed spectacularly.
This story was painfully simplistic.
Even if you consider him as a Navy Captain, which is in the army a Full Bird Colonel, he is still Jr to an Admiral and a General.

Why is an Admiral and a General briefing a mere Captain? A VERY junior officer?
In navy parlance, at least in the in the US, a Captain is the equal to a full bird Colonel. Most future Earth stories use naval ranks for the spacing fleet.

The story concept was good and the flow not bad, but the execution was bad. As others commented a Captain representing the Earth then ordering Admirals and Generals around is totally BS.
You need to fix the rank structure.

Well I've officially listened to enough of these to learn that when the author uses the word palpable the story is mediocre at best.

You need to forget the words "determination" and "resolute". They're like a drug to you. Your writing can't progress with them. Get a "thesaurus".

Like most of these stories creators ..... they have no idea of the "Chain of Command" or of positions of top command officers.
I've listened to dozens of stories with mere "Lieutenants" as executive officers.
That would only happen on a very small command.
And there are always the same tired phrases and dialogue in every story.
6:50 AI.... Not drivel. But shows an amazing lack of understanding of the setting and its own 'worldbuilding'.

Ship's Captain has exclusive authority on his/her ship.
That is true but he can’t order around an admiral nor other captains , which is what he is doing . An admiral would lead the squadron of ships with each captain having control of their specific ship. This isn’t happening here
What I'm more interested in is that every story I've listened to from this channel either has a chunk missing or starts over from the beginning somewhere in the middle. Thumbs down, again!

I don't think I've listened to one of these stories yet that hasn't used the word "cacophony." Also, whoever, or whatever, is doing your auto-text sucks. The same words get misspelled, incorrect words on the screen that don't match the voice, etc. Also, when referring to a Naval ship, or star ship, the first time the name is used is U.S.S. xxxx, thereafter it's just xxxx.
Wow... At least decide how you're going to spell the alien race consistently in the captions... So sloppy. You'd think they'd teach ChatGPT how to spell...
