The Governor of the TCF BO3 was confusing, but it actually made sense and was incredibly well written. It took a while for people to actually figure out what was really happening. BO2 was ridiculous because of how little control America had of it's own tech. And I don't see why anyone would want to help Menendez seeing as he was a hypocritical psychopath who became way more powerful than he would have been able to in real life. Plus he bombs major cities in the world and gains support which was the stupidest thing I have ever seen in a video game. I honestly thought Menendez was one of the stupidest video game villains ever. His character was so nonsensical. BO3 may have not had strong characters, but then again no COD rally has seeing as they never rely on story line.
Raul Menendez is the greatest COD villain ever and one of the greatest villains in games. COD has not produced a more complex character than him. He actually has humanity, and he has redeeming factors. People like Makarov and Dragovich, fuck them. You don't feel for them. But Menendez struggled all his life and to support his injured sister.

There's a scene missing in the first ending: Chloe goes to a TV show and says that Menendez tried to escape from prison but she stopped him and then she says he's an asshole or something like that. And Menendez watches that in prison and smash the TV.

Menendez watched the scene from the prison and smash the TV with his head. Watch some other video and you will see the whole cutscene, for some reason it's missing here. Cheers.

I personally like the death of woods, mason and Manendez burning himself. It gives such a good closure to the series and the choices actually have a impact. The "good" ending is super cheesy and camp imo.
I've once read a pretty fun theory, that the ending of BO2 is where two timelines diverge. Man Bo3 campaign should be have more ending like bo2 has and it has 3 decision from the begining of the level that will affect the timeline. Just like wolfenstein the new collosus did. But BO3 end up with poor writing and verocious microtransaction.

The info terminal confirmed that Menendez was killed trying to escape the drone facility in Haiti while disguising as an American soldier. However there is a retcon. Black Ops 2 shows that if Menendez is killed, Cordis Die caused an uprising but Black Ops 3 confirmed that the uprising never happened because half of the faction in Cordis Die think Menendez died a coward's death because he tried to escape while the other faction in Cordis Die believed that he is a martyr. Both side can't settle their differences which led to Cordis Die disbanded for good.

I've once read a pretty fun theory, that the ending of BO2 is where two timelines diverge. TV Tropes quote inbound:
*Black Ops III and Advanced Warfare take place in splinter timelines that break off from Black Ops II's multiple endings.*
Leaving the whole "different companies' games are not canon to each other" thing, it makes for an interesting theory. They take place in the same general time period (2050s-2070), but the technological aesthetic and geopolitical landscape are completely different. One has a Crapsack World ruled by giant, Orwell-esque superstates locked in an eternal Cold War, mind control, cyborgs, and battlefield dominated by brutal robotic weapons. The info terminal confirmed that Menendez was killed trying to escape the drone facility in Haiti while disguising as an American soldier. However there is a retcon. Black Ops 2 shows that if Menendez is killed, Cordis Die caused an uprising but Black Ops 3 confirmed that the uprising never happened because half of the faction in Cordis Die think Menendez died a coward's death because he tried to escape while the other faction in Cordis Die believed that he is a martyr. Both side can't settle their differences which led to Cordis Die disbanded for good.
