Funny enough, the character arc/development that you asked for mineta here I’ve actually seen done and done well (in my opinion) and that was with the character of black Saturn from supermansion.
To give a brief summary, black Saturn is a parody of Batman. The major differences being that his parents are alive (and at one point he wishes they weren’t on the sole grounds of wanting a darker and edgier backstory), he’s living of their allowance, he is woefully incompetent (being both an idiot and a coward), and much like mineta he starts out doing the superhero thing for fame, money, and women. But as the show goes on we begin to see why Saturn is the way he is. Chief among them is that his parents don’t love him, preferring/always comparing him to his younger brother Dudley and considering him a disappointment for pursuing the life of a superhero (and more importantly to them, for wasting their money on said pursuit).
Furthermore, we also get to see Saturn slowly but surely change as he begins to realize that he truly wants isn’t fame or women. But for someone, anyone to accept and love him for him. This is best exemplified by his desperate need to win the praise, respect, and approval of his fellow teammates “the league of freedom” and their leader titanium Rex (a parody of Superman).
Siiiiigh, FINALLY somebody said it. I'm not too good at explaining why I love best Grape or how he could be better, so this video vocalizes my thoughts a lot better than I ever could. 💜🍇🍆
I'm not sure I fully agree with the sentiment that he's sympathetic at all, but I definitely agree with the wasted potential bit! It frankly astounds me that we're looking at an anime/manga that is putting in the hard work of redeeming characters like Endeavor and Bakugou (both of whom would be easy to ""redeem"" with a sacrificial death like so many other shows do), but no one is willing to redeem a literal teenager like Mineta. I fully think that his behaviour is harmful but, like you said, he's a teenager, and he needs help more than he needs to be punted out the window.
Mineta's story is a dime a dozen in the real world. There's a thousand other kids just like him, and they usually grow into extremely dangerous individuals because they're never given the proper guidance. It starts with neglect, and turns into a vicious cycle of getting more creepy and people staying further away from them.

I don’t get why people underestimate his power when he’s already shown how good he is at using it it’s surprisingly good it’s only real downside is the fact that it hurts you if you use it too much
the ONLY thing i want, is a powerup for mineta. Like anything at all just like a fight with a villian or saving someone just ANY redemption
