They've been around for eons and have so much experience. It would make for a fantastically stable form of governance, at least from the Utais perspective.
If I remember correctly, the Utai and the Pauans had something of a mutual respect for one another, with neither side being hateful or abusive towards the other. God I with msg we got more of this planet, there seems like there is SO much world building potential.

Hm….idk. The extreme gravity generated from it would make life unsustainable. Humans would get crush. Plus the planet would pull all the gases near it making its atmosphere bigger making its atmospheric pressure even bigger. This would literally crush anything on the surface. But Star Wars isn’t scientifically accurate so who cares.
This is legit one of the most interesting star wars planets I've seen, I'm surprised it's not explored more often in the EU since they apparently already thought about this stuff since episode 3. Just another example of how great Lucas actually was at worldbuilding. I wonder how the pseudo-case system would handle the more politically-minded utai; do they ever get representation in the affairs of their planet within galactic society? That might make for an interesting story
The utai live for around 50 to 60 years on average, & one can deduce that the ones with longer lifespans live up to 80 years old at most. With the bureaucratic pau'an easily being over 100 years old by the time they hold prominent positions, i'd say no utai would even bother vying for positions with someone who easily has 5 decades of experience more than they do. As for any outliers among utais who lean more towards administrative & managerial work, i'd say they would be given positions like team managers & foremen, with the highest they could go being aides to pau'ans of lower administrative positions.
A fascinating form of world building An interesting societal structure with a mutually symbiotic culture, somewhat unbalanced but it doesn't seem to be a huge problem for either Creative approach to infrastructure that sets it apart from other worlds 9/10

I love how the real Star Wars (not so much the Disney Star Wars) Had all these different cultures with absolutely unique architectural styles. Utapau: sinkhole cities made of Bone. Kashyyyk: Tree house cities. Mon Calamari: underwater cities. Kamino: floating cities. Coruscant: a planet wide city. These are but a few of “real” Star Wars examples of unique cultures and there architecture. There’s so many I can’t even name them all. These 5 are just the ones I could think on the top of my head. It’s so magnificent.

I get we ring how Utapau has two sentient species as almost all planets in the Star Wars galaxy only have one. This is because it’s rare for two species to evolve on one world but also because when it did happen it would always lead to conflict. The two species would fight war after war for millennia over recourses and land until one would inevitably exterminate the other. The only cases where this didn’t happen where two species who didn’t compete over the same resources and therefore had little reason to fight each other. Like on Naboo with the Gungans and the Naboo. The Gungans lived in the swamps and built their cities underwater while the Naboo preferred the plains. The two sides did have conflicts and wars but ultimately there wasn’t too much reason for them to fight. Same thing with the Mon Calamari and the Quaren on Mon Cala. The Mon Calamari lived in the shallower waters of their water world near the surface while the Quaren lived deep in the trenches well below the waves. The two had conflicts but never really much reason to fight as they didn’t share the same spaces. Which leads us to Utapau where the Pau’an evolved to live on the surface of the planet and the Utah lived underground and in the sinkholes. There really wasn’t much reason for conflict between the two
