Only hestia and welf have seen it and not only accepted how it looks, but don't look at her in any negative look. This is why she likes hestia so much and later starts loving welf. Honestly speaking, having anyone accept you who you look and are is something even gods covet dearly.
I don't know how they keep doing it, but this event just kept making me hate Hestia more and more! Seriously, she's such a C word. She could've told them all the truth at the begining so they'd be prepared. They wouldn't have just ran away, they would've tried to help with problem, and then she could send them away should they fail. But no, she lies and keeps them happy just to rip it away with the despair of finding out at the last moment when all hell breaks loose just to say I'm going to die to Bell's face. She even had the nerve to bring up Artemis 3 times to him. Then while she was against letting them help when they had the power to control the flame, and had so many over powered abilities to help with that, what does she do? She seals their power and leaves them helpless all alone out there. Because apparently the possibility of dying quickly to the flame is worst then the even bigger chance of being chased and burned alive slowly by the flameoids. And this wasn't just her being brainless, as seen at the end of part 2, she was watching and did nothing even during 2 moments where Bell not breaking free meant certain death for him and everyone around him. And yet, she acts like Hermes and Hephaestus are the bad guys. And it doesn't stop there. When it was all over she needed Lili to tell her how heartless she was and she just reacted and apologized like she did something on an whoopsie level. Yet even then she still got angry at Bell for getting kissed against his will. And just when I though I couldn't hate her anymore, we get this 48:43. She won't even let Bell have a happy love life even after she was about to torture him with despair. If the writer's goal was to make Hestia more detestable then any other character thus far, he succeeded on my part. The only reason I wanted her to live was for Bell and the others.
