This works better if you got a high level cape, I'm lvl 34 and have been doing what you said and I've only got 78% Cape Exp gain.

The video mentions that you need to complete the achievement called “Infinite Power XII” at 0:31, this is what gives your cloak 100% exp when you create a new alt. After, if you followed the other steps, you should’ve gotten to 70 in no time at all. Hope this helps.
