Even if all sides are somewhat morally grey, Muldaver was the “most right” if you ask me, and I don’t even think it’s a question. Her stated goal, even 200 years before was to use cold fusion not to make money but to free humanity from all the hardships that reliance on limited sources of energy creates. It remained her vision in the wasteland. Fighting and killing was undoubtedly not her preferred choice but one that becomes necessary when everyone opposing you uses those tactics, thus forcing a response.

Fusion bombs would be a lot cheaper and more effective since there would be no fallout due to not needing a fission reaction to start the fusion One reason why nuclear engines for aircraft was canned was the enormous heat of the reactor would melt through the plane. Cold fusion you don't have to worry about that problem and several of the other problems that canned nuclear engines for aircraft

Try a few hundred mill instead of 12-15 billion for the nuclear fission plants today that due to a certain part requirement delay plant construction by 20 years. No such part required for cold fusion plus no nuclear waste. So yes there would be tons of money to be made bringing it to the masses. Vault tec didn't want it brought since it would remove the need for the war which was going on to get uranium for the hot fusion tech people were using.

Vault-Tec was planning on dropping the bombs first, but China did send its stealth bombers and submarines to attack the USA so China HAD to be preparing an attack on the day the bombs dropped, so they might have pre-empted Vault-Tec (we know that from info in the games)

Prior to the TV series, the most popular theory was that China dropped the bombs 1st due to the advancements the USA was making in technology & the war overall. After their bombs dropped everyone else PANIKED and released theirs in response. This is why I still don't think Vault Tec was responsible. They spoke about it to investors, implied it, but we have yet to see concrete proof that they did it.
