By the way… the reason was the Versailles treaty, where the German where only allowed the odd 28 cm, related to the old ship of the line, like SCHLESWIG-HOLSTEIN or SCHLESIEN. From the Washington treaty the rule for max 10,000 to originated. So the Pocket Battleship was just born out of the need to max out what is allowed (their deplacement was much bigger). Subsequently this ship triggered some funny reactions like the DUNKERQUE - class that should keep the DEUTSCHLANDS under control in the case of war.
