I've got he same problem with my Graco Jogging Stroller. Of course, Graco would only offer a rebate since it was out of warranty, but this stroller should have lasted more then 4 years with light use. I'm going to fix mine and get it back to doing what it's supposed to be doing -- giving my (the grandfather) plenty of years of being outdoors with my grandson.
I had the same issue but fixed it by lubricating all the joints. Be sure to remove the Greco cover from the sides of the jogger and make sure the lubricant get in the joints there through the holes. Make sure to lub every moving part including railIs and guides. Immediately after lubricating it fold and unfold the jogger to make sure the lub gets right into the joints. Let it sit for a few hours. Should be good as new afterwards.
